Target Engineering Construction Company offers a single source EPC service with standalone specialties.
The Company has a Special Category classification in Buildings in Abu Dhabi and is licensed to build unlimited floors high rise towers in Abu Dhabi and Dubai.
Projects executed include a combination of Civil, Mechanical, Marine Construction, Electrical – Power and Instrumentation / Control Works for both onshore and offshore-based Oil and Gas sectors and the commercial sector.
With more than 45 years of experience, Target has established a strong customer base comprising of Oil & Gas Sector companies major EPC contractors, Government sector Clients and well known property developers.

Target Engineering Construction Company has approximately 31,000 personnel on its books, owns over 40 marine vessels and a full range of construction plant & equipment; has over 100,000 sqm of API/ASME-certified fabrication facilities (under the banner of Target Steel Industries -Sole Proprietorship LLC) and camp facilities.
Target Engineering Construction Company owns IDROTEC Marine Consultancy LLC SPC. IDROTEC is a specialized marine design engineering firm renowned worldwide for its specialist marine, hydraulic and environmental design for Oil & Gas sector and marine developments.

Chaouci Yassine
Mr. Chaouci Yassine is the Chief Executive Officer (CEO) of Target Engineering Construction Company, a leading single source EPC contractor with stand-alone specialties operating in the UAE, Qatar and Saudi Arabia.
Mr. Yassine has more than 42 years' extensive experience in the construction sector.
He started his career with SAE International - EIFFAGE Group as a Site Engineer, later on assuming the role of a Project Manager over a period of 17 successful years within the Group.
Mr. Yassine joined Target Engineering Construction Company in 2002 as the Civil & Buildings Division Manager and was promoted to the Chief Operations Officer (COO) in January 2011, before being appointed as the CEO of Target Engineering Construction Company in February 2014.
Mr. Yassine has worked on many oil and gas and high-rise building projects, giving him extensive knowledge and experience in various engineering disciplines, including mechanical, oil and gas, power, instrumentation and controls, marine and civil infrastructure and buildings in both offshore and onshore fields.
Simultaneously, Mr. Yassine is also Chairman of a number of companies such as IDROTEC Marine Consultancy, and Target Steel Industries. Additionally, he is Chairman and a Board member of Target Construction Saudi Company WLL.

Hussein Ahmed Nasser
Mr. Hussein Nasser is the Chief Operating Officer for Civil and Marine Division and has over 36 years' experience in project management of high-rise towers, housings, marinas, heavy marine construction work and oil and gas sector projects.
Mr. Nasser is responsible for independently managing business development, optimal utilisation of division resources, design engineering and prototype handling and successful execution of the projects. He is also responsible for the competitive pricing of all civil and marine projects, considering specific marine construction and transportation risks.
Mr. Nasser joined Target Engineering Construction Company in 1991, and has successfully completed several projects as Project Manager, notably the Ritz Carlton Hotel, Dubai; the ADNOC Ruwais Housing Project; the ADCO North East Bab Administration and Accommodation Buildings; the ADNOC Ruwais Refinery Berth Expansion; the TAKREER Common Fire Training Ground; the Al Wathba Headquarters Building, and several other notable high-rise towers in Abu Dhabi.
Before moving to the Gulf, Mr. Nasser worked for the Beirut Construction and Development Committee as Site Engineer for infrastructure and building projects in Beirut, Lebanon.

Waleed Rashad
Mr. Waleed Rashad manages the Mechanical - Power, Oil and Gas Divisions within his capacity as Chief Operating Officer Power, Oil & Gas.
Mr. Rashad has 37 years’ experience in contracting business and handling business strategies, development, plans and challenges with strong leadership in project management for oil and gas, petrochemical and industrial EPC projects for both on-shore and off-shore based sites.
He joined Target Engineering Construction Company in 2004 and has been instrumental in setting up the Mechanical Division, the ASME Certified fabrication workshop, the mechanical oil and gas operations / business in the UAE, KSA and Qatar, achieving a very ambitious business plan focusing on growth, revenue and profitability and gaining client satisfaction through high operational performance.

Husni Omran
Mr. Husni Omran is the Chief Finance Officer and has over 24 years’ experience in auditing, financial accounting and reporting.
Mr. Omran is responsible for the overall financial management of the company, including financial strategic planning, conducting reviews and evaluations for cost-reduction opportunities, managing budgets, forecasts and arranging new sources of finance for projects.
Before joining Target Engineering Construction Company, Mr. Omran worked as a Finance Manager for a subsidiary of the Saudi Binladin Group, and in a managerial position for Deloitte and Touche Tohmatsu.
